Subject: Andhra Pradesh 220 Town Planning Building Overseer posts 2015 in Urban Local Bodies

The Government of Andhra Pradesh is ready to Filling in Town Planning Department for Filling up of Town Planning Building Overseer posts in Urban Local Bodies in the State of Andhra Pradesh under Apprentice Act . within the Municipal Administration & Urban Development (B2) Department.

The Director of Town & Country Planning, A.P. Hyderabad has stated that a total number of 220 TPBO posts Diploma Apprentices in Town and Country Planning Department under Apprentice Act, 1961 have fallen vacant in the ULBs including Nagar Panchayats in the State of Andhra Pradesh. The post of Town Planning & Building Overseers is initial post in the Town Planning Wing and very much required in the ULBs as they are involved in physical surveys, land use surveys and preparation of GIS Base Maps in the towns and Master Plans, ILUPs to meet the targets fixed under SMART Governance.

Educational Qualifications:
The candidates shall be eligible for appointment as an apprentice who has obtained a minimum qualification of D.C.E./L.C.E./L.A.A. awarded by the A.P. State Board of Technical Education and Training subject to the condition that the applicant has obtained the said qualification not earlier than 2013. Diploma Holders who have obtained their qualification through Distance Mode are not eligible.

Selection Procedure: The Selection shall be made only on merit basis i.e. based on the marks obtained in the DCE/LCE/LAA alone shall be the criteria for this purpose.

Age Limit: The candidates Applying for the Apprentices should have completed minimum age of 18 years   and as per existing Government Rules.

Payment of Stipend: The stipend is payable as a consolidated sum of Rs.9460/-per month i.e., minimum pay in the time scale of T.P.B.O., as per PRC 2010. The expenditure on account of payment of stipend shall be met from the general funds of ULB concerned in case of Apprentice allotted to ULBs.
 
Period of Apprentice: Normally the period of such apprentices shall be for a period of 1 year or as   specified  in the Contract of Apprenticeship for which the  individual has to conclude an Agreement with the employer who herein after called as Town and Country Planning Department,  Government of Andhra Pradesh or as notified by Government.

Grant of leave to Apprentices: The apprentices are entitled for grant of Casual leave not exceeding 12 days in a calendar year besides medical leave for 15 days and E.O.L for a period not exceeding 10 days.

Duties and responsibilities:  Every person who is engaged as Diploma  Apprentices in the post of TPBO shall work in a ULB independently and/ (or) under the direct supervision of Section Head of Town Planning wing in the concerned ULB and he / she shall perform all duties as a field officer and physical surveys,  land use surveys and detecting the unauthorized constructions, unauthorized layouts and encroachments, scrutiny of building applications  etc.,  in the  towns under his / her jurisdiction and to attend the works as entrusted by the executive authority.  For any slackness in discharging his/her duties, he / she is liable for termination without assigning any reasons there for or notice.

Process of selection and appointment: The Diploma Apprentices, the Regional Deputy Director of Town Planning of the concerned Region shall invite applications from the eligible persons by giving wide publicity. The Regional Deputy Director of Town & Country Planning concerned shall select the candidates strictly as per the merit duly following the above guidelines. The Regional Deputy Director of Town & Country Planning shall select the candidates for the posts of T.P.B.O., as Diploma apprentices as per zonal system duly following ROR. The Regional Deputy Director of Town & Country Planning concerned shall send the selection list with specific recommendation to the Director of Town and Country Planning, Hyderabad for issuing appointment orders to the Diploma Apprentices. The Director of Town and Country Planning will issue appointment orders to the Apprentices based on the recommendations of the Regional Deputy Director of Town & Country Planning of the concerned Region.

Transfer and postings: The Director of Town and Country Planning, Hyderabad is the appropriate authority for appointment, transfers and postings of Diploma Apprentices.  The postings of apprentices shall be made within their respective zones only and inter changeable among ULBs or vice versa within the zone.
